The Second Report was widely circulated in the Congress. The 1977 Jobs Tax Credit, which included few of the proposed incentives, became law for one year. It was largely the result of this work and generated almost 1 million new jobs - more than any single piece of legislation in our history.

It was replaced the following year by the Targeted Jobs Tax Credit, which reflected the opposition to the original idea by the Treasury. That gutted the program and proved ineffective.
