A Human Investment Tax Credit Program was first suggested in 1975. It aimed at generating up to 6 million new jobs and providing incentives for up to 4 million new entrepreneurs. A few of the tax credits were tested in 1977. They created 2.1 million jobs, 20% of all jobs generated in the following year. An updated program is available here. Employment tax incentives are a proven way to generate jobs and can readily be voted into law.
